;What is reported to the PCN portal
The notification obligation applies to mixtures that are placed on the EU market. Examples of these products include adhesives, cleaners, detergents, lubricants, biocidal products, fabric softeners, etc. In general, notification relates to mixtures that are hazardous by virtue of their health effects or physical effects. In short, these are standard phrases (H-phrases) that begin with the number 2 (H2XX) or 3 (H3XX).

Who makes the PCN notification
Responsible entities must notify the product before placing it on the market. These entities primarily include the importer and downstream user.
However, the notification obligation may also be delegated to other entities, such as distributors. The latter is obliged to find out whether there has been a notification for the country in which it markets the product and, if necessary, to supplement it.
Importer
It imports the hazardous mixture into the European Economic Area, which includes EU Member States as well as Iceland, Liechtenstein and Norway.
Downstream user
A company that formulates its own mixture, or performs filling or repackaging in other containers.
Toll formulator
A third party who creates a product on behalf of another company.
What is not reported to the PCN portal
The notification requirement of Annex VIII to the CLP Regulation does not apply to mixtures falling into any of these categories.

Limited submission
For mixtures for industrial use, so-called restricted submission can be used, provided that continuous access (24/7) to product hazard information is ensured. This contact point must be managed by the company marketing the product.
